As an immigrant (I immigrated from Russia to Israel in '93), I can say that it's all about struggling to prove yourself in a culturally established society. I had a cultural shock and it took me years to adjust myself (which I doubt I have :). What I'm saying is, that when a person is motivated to contend against stigmas, labels and ethnic distinctions - his brain capacities are inevitably sharpened.
I was not trying to speak "sociologically" or scientifically :) it's just my personal experience that I intended to share. I'm not saying that all Russians are a precious "human capital". But the Russian population in Israel significantly differs from other ethnic immigration groups (from North Africa, for example). It can be seen by grades they achieve in schools, job positions and more.
I don't know that much about the US immigration (except for some hazardous articles about Texas illegal Hispanic immigration). This article http://www.americanthinker.com/2008/11/hitandrun_death_in_a_sanctuary.html has genuinely shuttered me...

Immigrant success isn't determined by how much human capital they bring in or the skills they arrive with. Their success is based on their ability to work hard and not give up. Judging a person on their success by looking at their race is implying that their race determines their success.
